Research complete flag, what is it used for?

I see that there is a flag labeled "research complete" in the default set. I'm having trouble seeing what this is used for.

is it ever possible to have complete research on a person? I can see getting tired of looking for facts, events or notes for a particular person, but that is not the same as having complete knowledge of them.

What is the meaning of this flag?
How do users use it?
What does it help?
