Is it possible to create a GEDCOM file that includes the photos attached to each person in Reunion?

A GEDCOM file is a text file, so it can't contain the actual pictures. However, it can contain links to the pictures.

You have to be sure to check the "include multimedia links" button when exporting the file.

If what you want to do is get a GEDCOM and all the photos used by it to someone, you could first export a GEDCOM, and then export a Reunion Family File with the "Copy multimedia files to new folder" option checked. You could then send the GEDCOM and the folder to that person.
