You could define a flag attribute for that purpose, then set that flag in each record that you want to mark. It will then be simple to search for all records with that flag set.
I use two methods. Flags (in addition to the standard ones like Clergy, Military, etc) called "Continue" and "Pause", as well as using Mark.
Marking people is easier because there's a big honking Mark in the people field plus in the People sidebar calling up the Mark menu allows you to easily filter for and select Marked people. What's more, it is easy to save a current Marked set, use the Marking capability for something else, then restore the Marked set as you were.
I use the Continue and Pause flags for people that I am working on who's information set is not complete. For example, their date of birth or death does not yet have a cited source (or they are not dead yet, there's another thing), or there may be further children in their relationship that I have yet to uncover. I use a Pause flag in conjunction with this to group people who's information will be sourced from a different repository than I generally use, but which is more difficult to access and work with. Essentially, these people are parked until a later date, after I have worked through the other Continue people.
