So I tried a pen that I have with a touch sensitive tip on the eraser end and that allowed the precision needed to get the list of children up. Maybe a note in that area like "Drag up to see children." would be useful and make the bar a bit larger to avoid the area that actives the iOS shortcut window?
Additional: I see now that if the finger is put on the bar for a second or two before moving up, it works better. But you have to know that to do it.

Out of curiosity, what iOS is running on your iPhone? And, what model iPhone do you have? (I'm asking because the "# Children" bar does not go down the whole way on my iPhone.)
In iOS 16, all models of the iPhone, the System Services panel (not called iOS shortcut; formerly named Control Panel), is brought to the front by sweeping a single finger from the upper right at a 45 degree angle toward the center of the screen.
Wondering how your children bar is at the bottom. All of my "No Children" views have that bar just a finger's width below the photos. May have something to do with presentation on the SE's smaller screen. (I'm on a 14 Pro.)

Thanks Bob. The sweeping a single finger from the upper right at a 45 degree angle toward the center of the screen brings up recent notifications of emails and other things. I get the System Services panel (as you so astutely corrected me) by swiping from the bottom up. Maybe another SE thing or just how my settings are. IDK. In any case, I rarely use either of those panels.
